ANALISIS PERILAKU BIROKRASI TERHADAP EFEKTIVITAS ORGANISASI

Abstract


The purpose of this study was to obtain an explanation of bureaucratic behavior about organizational effectiveness in one city in West Java. This research is also expected to create new concepts in the development of administrative science. The locus of this research is a public organization with a focus of study in the area of organizational effectiveness. In this study, descriptive analysis is used to explain the condition of the object under study. This research is a survey, using a questionnaire as a measure of the main data. Thus, this method is called explanatory survey research. The population in this study is 24 departments, institutions, offices and secretariat in Sumedang as one of the cities that have many "typical" delays in West Java. The results showed that the partial behavior of the bureaucracy consisting of the characteristics of abilities, needs, beliefs, experiences, perceptions, expectations, hierarchy, tasks, authority, reward systems, and control systems had a strong and significant influence on the effectiveness of organizational departments, agencies, offices and secretariat in the characteristics of implementation environment in Sumedang Regency. The ability and task characteristics have a very large effect, while the expectation and authority characteristics have the least effect. The study findings show that it is very important to create the capacity to access and control basic tasks and functions, the level of physical and mental care in supporting their duties in agreement with the division of labor based on rules arranged as the level of victory of a worker and the requirements for job assignments as a form of confidence that is dominant for subordinates so that every worker can work wholeheartedly, reliably, and work that is difficult to understand with the standard size of the win and work ability.
