Accreditation policy serves as an educational quality assurance instrument designed to ensure that educational institutions meet national standards. However, its implementation frequently encounters challenges in pesantren-based madrasahs with distinct institutional characteristics. This study analyzes the implementation of accreditation policy and its impact on educational quality at MTs Persis Sindangkasih Ciamis. Employing a qualitative case study approach, data were collected through in-depth interviews, observation, and document analysis. The findings indicate that accreditation policy is more effective in improving administrative quality than substantive educational quality. Implementation tends toward temporary administrative compliance preceding accreditation cycles. Policy communication, limited resources, implementer disposition, and the absence of pesantren cultural values within accreditation indicators emerge as primary determinants of policy effectiveness. The internal quality assurance system functions as a mediating variable between accreditation policy and educational quality. This study offers contextual policy recommendations for sustainably strengthening the quality of pesantren-based Islamic education.
