Focus and Scope

Publica: Jurnal Pemikiran Administrasi Negara is an open-access scholarly peer-reviewed journal written in either Indonesia or English which eternally publishes three times a year in March, July, and November. Publica urges academicians, researchers, professionals, and practitioners to share and issue their indigenous ideas, empiric studies, and authentic research results. It is supposed to offer worthwhile and usable solutions for public administration defiances in the context of regional, national, and international issues. Hence, Publica has recently collaborated with Indonesian Association for Public Administration (IAPA).

The scope of the journal covers a number of topics associated with public administration and beyond that, such as:

1. Public policy; Agenda Setting & Policy Formulation, Policy Advocacy, Policy Implementation, Policy Evaluation, Policy Network, and Public Participation.

2. Bureaucracy;  Bureaucracy Ethic, Accountability, Merit System, Performance Management, Corruption & Bureaucracy Pathology.

3. Public service;  Service Quality, Minimum Service Standards, Service Innovation, Public Infrastructure, Public Space, and Citizen Engagement.

4. Governance; Good Governance, Collaborative Governance, Sound Governance, Dynamic Governance, Corporate Governance. 

5. E-Government; Technology Information Utilization, Transparency & Freedom of Information, E-Government Implementation, E-Goverment Readiness, Best Practice of Smart City in Indonesia. 

6. Local government; Decentralization, Deconcentration, Regional Autonomy, Regional Finance, Local Government Election.

7. Administrative reform; New Public Management, Public-Private Partnership, New Public Service, Bureaucracy Reform, Deregulation.

Peer Review Process

Every article that goes to the editor will be selected through an Initial Review process by the Editorial Board. Then, the article will be sent to the Bestari Partner/peer reviewer and will pass the next selection through the Double Blind Preview Process. After that, the article will be returned to the author for revision. This process takes three months for maximum time. In each manuscript, Bebestari Partners/peer reviewers will be assessed from a substantial and technical aspect.

All submitted manuscripts are evaluated by editorial staff. Those Manuscripts evaluated by editors to be inappropriate to journal criteria are rejected promptly without external review. Manuscripts evaluated to be of potential interest to our readership are sent to double-blind reviewers. The editors then decide based on the reviewer's recommendation from among several possibilities: reject, revision required, or accepted.

The editor has the right to decide which manuscripts submitted to the journal should be published. Review Process :

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

This journal is an open-access journal that means all content is freely available without charge to users or / institutions. Users are allowed to read, download, copy, distribute, print, search, or link to full-text articles in this journal without asking prior permission from the publisher or author. This is in accordance with Budapest Open Access Initiative.

 

Archiving

This journal utilizes the LOCKSS system to create a distributed archiving system among participating libraries and permits those libraries to create permanent archives of the journal for purposes of preservation and restoration. More...

 

Publication Ethics

Publica: Jurnal Pemikiran Administrasi Negara (P-ISSN 2085-6555 & E-ISSN 2715-9256) is a peer-reviewed journal published by Jurusan Administrasi Publik, FISIP, UIN Sunan Gunung Djati Bandung. This statement accounts the ethical behaviour of all stakeholders involved in the act of posting an article in this journal. Those are the author, the reviewer, and the editorial board. This statement based on COPE’s Best Practice Guidelines for Journal Editors.

Ethical Guideline for Journal Publication

The publication of an article in Publica: Jurnal Pemikiran Administrasi Negara is an essential building block in the development of a coherent and respected network of knowledge. It is a direct reflection of the quality of the work of the authors and the institutions that support them. Peer-reviewed articles support and embody the scientific method. It is therefore essential to agree upon standards of expected ethical behavior for all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher and the society. 

Jurusan Administrasi Publik, FISIP, UIN Sunan Gunung Djati Bandung as publisher of Publica: Jurnal Pemikiran Administrasi Negara takes the duties of guardianship over all stages of publishing so seriously, and we recognize our ethical and other responsibilities. We are committed to ensuring that advertising, reprint or additional commercial revenue has no impact or influence on editorial decisions. Besides, Jurusan Administrasi Publik, FISIP, UIN Sunan Gunung Djati Bandung, and the Editorial Board will assist in communications with other journals and publishers where this is useful and necessary.

Publication decisions

The editor of the Publica: Jurnal Pemikiran Administrasi Negara is responsible for deciding which of the articles submitted to the journal should publish. The validation of the work in question and its importance to researchers and readers must always drive such decisions. The editors may be guided by the policies of the journal's editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editors may confer with other editors or reviewers in making this decision.

Fair play

An editor at any time evaluates manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.

Confidentiality

The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.

Disclosure and conflicts of interest 

Unpublished materials disclosed in a submitted manuscript must not use in an editor's research without the express written consent of the author.

Duties of Authors

1. Authors attest that the material has not been previously published and that they have not transferred any rights to the article to another party.

2. Authors should guarantee the originality of their work and must properly cite others work in accordance with the approved references format.

3. Authors should not engage in plagiarism or self-plagiarism.

4. Authors should ascertain that they follow the criteria for authorship as stated in the guideline of Publica: Jurnal Pemikiran Administrasi Negara.

5. The authors should not notify any personal information that may identify their informants or subjects, such as overt descriptions, photographs or pedigrees. If photographs of the informants or subjects are essential to the article, the authors must receive written consent and state it clearly within the article.

6. Authors should make all data and details of their work available to the editors if there are suspicions of data falsification or fabrication.

7. Authors of the article should clarify any possible conflicts of interest such as their job role, research expenses, consultant expenses, and intellectual property.

Duties of Reviewers

1. Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also help the author in improving the paper.

2. Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.

3. Any manuscripts received for review must treat as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.

4. Reviews should conduct objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.

5. Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument reported should accompany by the appropriate citation. A reviewer should also call to the editor's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.

6. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

Duties of Editors

1. Editors are in charge in every article published in the Publica: Jurnal Pemikiran Administrasi Negara.

2. Editors should assist authors, where possible, to ensure their articles adhere to Publica: Jurnal Pemikiran Administrasi Negara guidelines.

3. Editors may deliberate with other editors or reviewers when making final decisions regarding publication.

4. Editors are obligated to evaluate manuscripts objectively for publication; judging each on its merit without bias towards nationality, ethnicity, political beliefs, race, religion, gender, seniority, or institutional affiliation of the authors. Editors should decline articles if there is a potential conflict of interest.

5. Editors are obligated to make sure that documents sent to reviewers do not contain private information of the authors and vice versa.

6. The editor's final decision should be delivered to authors in a timely fashion and will be accompanied by the reviewer's comments, unless they contain offensive or libelous remarks.

7. If authors have a well-reasoned objection to a certain individual reviewing their work, editors should respect this request.

8. Editors and all staff should assure the confidentiality of the submitted manuscript.

9. Editors will be led by the Publica guidelines if there is a suspected misconduct or disputed authorship.

 

Screening Plagiarism

Every submitted paper will go through plagiarism screening by Turnitin.

In writing Citation and Bibliography, Publica: Jurnal Pemikiran Administrasi Negara uses the Mendeley Reference Management Software.
