Religious Broadcasting Compliance in West Java: An Analysis of Regulatory Dynamics and Violations

The increasing presence of religious content in broadcasting media has raised concerns regarding regulatory compliance, particularly in regions with a large number of religious broadcasting institutions. As the province with the highest number of broadcasting institutions in Indonesia, West Java provides an important context for examining how religious broadcasting institutions comply with broadcasting regulations. This study aims to analyze patterns of regulatory compliance, forms of violations, and regulatory interventions related to religious broadcasting in West Java between 2021 and 2024. This study employed a qualitative case study approach. Data were collected through document analysis, observations, interviews, KPID West Java monitoring reports, records of broadcasting violations, and relevant regulatory documents. Participants and data sources were selected using purposive sampling, while the data were analyzed using thematic analysis and validated through data triangulation. The findings indicate that of the 476 broadcasting institutions operating in West Java, 32 institutions adopted religious broadcasting formats, consisting of two television stations and 30 radio stations. Violations related to religious content and broadcasting policies were primarily identified in 2021 and 2022, including discriminatory policies, inaccurate religious broadcasts, unbalanced reporting, and content with the potential to trigger social conflict. In response, KPID West Java strengthened regulatory enforcement through written warnings, clarifications, stakeholder collaboration, and the issuance of Circular Letter No. 1 of 2022 concerning religious broadcasting content. Following these interventions, no violations related to religious broadcasting were recorded in 2023, while only one violation was identified in 2024. The study demonstrates that regulatory enforcement, continuous supervision, and multi-stakeholder collaboration play important roles in strengthening compliance among religious broadcasting institutions. It contributes to the literature on media regulation and religious broadcasting by providing empirical evidence on compliance dynamics and regulatory governance in a pluralistic media environment.
