Notaries as Persuasive Communicators: An Analysis of Hovland's Communication Patterns in Video Conference-Based Civil Dispute Mediation

Abstract

The role of Notaries as mediators in civil disputes has been widely studied from a notarial law perspective. However, research analyzing the dimensions of Notary persuasive communication in virtual mediation settings based on video conferencing is still scarce, particularly linking it to classical communication theory. This study aims to analyze Notary persuasive communication patterns as mediators in video conferencing-based civil dispute mediation, focusing on communicator credibility, message clarity strategies, and the dynamics of the communicant's psychological readiness. The study employed a qualitative descriptive method with an interpretive approach, through in-depth interviews and observations of five informants in Bandung City, analyzed using Carl Hovland's Persuasive Communication framework. The results indicate that Notary credibility is constructed performatively through displays of legal mastery and neutrality in the digital space; message clarity is achieved through the use of breakout room features and recording functions; while client trust develops following a cyclical pattern of hope, skepticism, and recovery influenced by the characteristics of the digital medium. This study contributes to expanding the application of Hovland's theory to the realm of technology-mediated professional-legal communication and recommends strengthening Notary digital communication competencies and harmonizing cyber notary regulations in Indonesia.
