Retraction & Withdrawal Policy
TEMALI: Jurnal Pembangunan Sosial, published by the Sociology Study Program, Faculty of Social and Political Sciences (FISIP), Universitas Islam Negeri Sunan Gunung Djati Bandung, is committed to maintaining the integrity, accuracy, transparency, and reliability of the scholarly record. The journal addresses errors, research misconduct, ethical violations, and publication disputes in accordance with its publication ethics policies and relevant guidance from the Committee on Publication Ethics (COPE).
When concerns arise regarding a submitted or published manuscript, the Editorial Team will assess the available evidence fairly and objectively and, where necessary, seek clarification from the authors, reviewers, relevant institutions, or other parties. Editorial actions may include correction, retraction, manuscript withdrawal, an expression of concern, or, in exceptional circumstances, removal of published content.
1. Retraction Policy
TEMALI: Jurnal Pembangunan Sosial may retract a published article when there is clear evidence that the reliability, validity, or integrity of the article has been substantially compromised.
Retraction may be considered under the following circumstances:
-
Fabrication or Falsification of Data
The article contains fabricated, falsified, manipulated, or seriously unreliable data or evidence that materially compromises its findings or conclusions.
-
Major Errors
The article contains substantial errors in its analysis, interpretation, methodology, or reporting that invalidate its findings or conclusions and cannot be adequately addressed through a correction.
-
Plagiarism
The article contains substantial plagiarism, including the unauthorized reproduction or improper attribution of text, ideas, data, images, or other materials from previously published or unpublished sources.
-
Redundant or Duplicate Publication
The article substantially overlaps with previously published work without appropriate disclosure, justification, or citation.
-
Unethical Research Practices
The research involves serious violations of applicable ethical principles, including breaches of informed consent, confidentiality, privacy, protection of research participants, or other relevant research ethics requirements.
-
Authorship Misconduct
The article involves fraudulent authorship attribution, undisclosed ghost authorship, inappropriate guest authorship, authorship manipulation, or other serious violations of authorship standards.
-
Undisclosed Conflicts of Interest
Significant competing interests were not disclosed and are found to have materially affected the interpretation, evaluation, or credibility of the published research.
-
Manipulation of the Editorial or Peer-Review Process
Evidence demonstrates manipulation of peer review, reviewer identities, editorial procedures, citations, or other aspects of the scholarly publication process.
When an article is retracted, the journal will take the following measures:
-
Publish a clearly identifiable retraction notice linked to the original article.
-
State the reasons for retraction as clearly, accurately, and objectively as possible.
-
Normally retain the original article as part of the permanent scholarly record, clearly marked as Retracted.
-
Mark the PDF and, where applicable, HTML versions to indicate the article's retracted status.
-
Ensure that the retraction notice remains freely accessible.
-
Update relevant publication metadata and indexing information where technically possible.
Retraction is intended to correct the scholarly record rather than to punish authors. Retraction decisions will be based on the reliability and integrity of the published work, regardless of whether misconduct has been conclusively established.
2. Article Withdrawal Policy
Article withdrawal refers primarily to the formal removal of a manuscript from editorial consideration before its final publication.
Authors who wish to withdraw a submitted manuscript must submit a formal written request to the Editorial Team. The request must clearly explain the reasons for withdrawal and must be submitted by the corresponding author with the knowledge and agreement of all co-authors.
2.1. Withdrawal Before Substantial Editorial Processing
A manuscript may normally be withdrawn without charge if the withdrawal request is submitted before substantial editorial processing or peer review has begun.
2.2. Withdrawal After Editorial Processing
When a manuscript has undergone substantial editorial handling, peer review, revision, proofreading, copyediting, layout preparation, or other publication-related work, the journal may impose an Article Withdrawal Fee of IDR 1,500,000 (Indonesian Rupiah) to compensate for editorial and production resources already used.
The withdrawal fee is separate from the journal's Article Publishing Charge (APC) of IDR 1,000,000, which applies to manuscripts accepted for publication.
Any applicable withdrawal fee must be communicated transparently to the corresponding author, including the basis for the charge, before the withdrawal is finalized. Withdrawal requests and associated charges will be evaluated fairly, consistently, and with consideration of the circumstances of each case.
2.3. Editorial Withdrawal
The Editorial Team may also discontinue consideration of a manuscript or withdraw it from the publication process when serious ethical or procedural violations are identified, including:
-
Simultaneous submission to multiple journals without appropriate disclosure or authorization.
-
Substantial plagiarism or unethical text recycling.
-
Fabrication or falsification of research data.
-
Fraudulent, disputed, or manipulated authorship.
-
Serious violations of research ethics.
-
Manipulation of the peer-review process.
-
Copyright infringement.
-
Other substantial violations of the journal's publication ethics policies.
No withdrawal fee will be imposed when the withdrawal or discontinuation of editorial consideration is initiated by the journal rather than requested by the author.
2.4. Withdrawal Decisions and Documentation
Where a manuscript has reached an advanced stage of publication, the Editorial Team may request additional clarification before finalizing the withdrawal to ensure transparency and proper documentation of the editorial process.
All withdrawal requests, decisions, reasons, and applicable charges will be documented in the journal's editorial records.
Withdrawal fees must not be used to prevent authors from reporting ethical concerns, correcting the scholarly record, or raising legitimate publication disputes.
3. Correction Policy
TEMALI: Jurnal Pembangunan Sosial will issue a correction when an error is identified in a published article but does not invalidate its principal findings, arguments, or conclusions.
Corrections may be issued for the following reasons:
-
Factual or typographical errors that could affect interpretation.
-
Incorrect author names, institutional affiliations, or other author information.
-
Errors in tables, figures, references, quotations, or captions.
-
Minor methodological or analytical inaccuracies that do not invalidate the overall findings.
-
Omitted acknowledgments, funding information, or relevant disclosures.
-
Other inaccuracies requiring clarification to maintain the reliability of the scholarly record.
Depending on the nature and origin of the error, the journal may publish an Erratum, Corrigendum, or another clearly identified correction notice.
A correction notice will:
-
Identify the original article and its bibliographic information.
-
Explain the nature of the error and the correction made.
-
Indicate the relevant section or location of the correction.
-
Be linked to the original publication.
-
Remain permanently accessible as part of the scholarly record.
Where appropriate, the PDF and HTML versions of the article may also be updated, provided that the correction is clearly documented and the publication history remains transparent.
4. Expression of Concern
The Editorial Team may issue an Expression of Concern when serious questions have been raised regarding a published article but the available evidence is insufficient to justify an immediate correction or retraction.
An Expression of Concern may be issued when:
-
An investigation into suspected research or publication misconduct is ongoing.
-
Evidence of possible misconduct remains inconclusive.
-
A relevant institution has not completed its investigation.
-
Substantial concerns remain regarding the reliability or ethical status of published research.
-
A final editorial decision cannot reasonably be made without additional evidence.
An Expression of Concern will be clearly identified, linked to the relevant article, and made publicly accessible. It may subsequently be updated, replaced, or supplemented by a correction, retraction, or other editorial notice once the investigation has been concluded.
5. Post-Publication Ethics and Appeals
Authors, readers, reviewers, editors, institutions, and other interested parties may raise concerns regarding the integrity, accuracy, or ethical status of articles published in TEMALI: Jurnal Pembangunan Sosial.
Such concerns should be submitted to the Editorial Team with sufficient information and supporting evidence to enable an appropriate assessment.
The journal will:
-
Evaluate reported concerns fairly, objectively, and impartially.
-
Provide relevant parties with an opportunity to respond, where appropriate.
-
Protect confidentiality during investigations when necessary.
-
Avoid making unsupported allegations publicly.
-
Maintain appropriate documentation of investigations and editorial decisions.
-
Base decisions on available evidence, applicable publication ethics, and relevant COPE guidance.
Authors who disagree with decisions concerning correction, withdrawal, retraction, or other post-publication actions may submit a formal appeal to the Editorial Team.
Appeals must clearly identify the contested decision and provide relevant supporting evidence or arguments. Appeals will be evaluated impartially, with appropriate measures to manage potential conflicts of interest.
6. Article Removal
Complete removal of a published article is considered an exceptional measure and will only be undertaken when continued public availability creates serious legal, ethical, privacy, or safety risks.
Such circumstances may include:
-
A legally binding court order or other applicable legal requirement.
-
Serious copyright infringement.
-
Defamatory or unlawful material.
-
Substantial breaches of privacy or confidentiality.
-
Publication of information that creates a credible risk of harm to individuals or communities.
-
Other exceptional circumstances in which continued public access would be legally or ethically inappropriate.
When removal is necessary, the journal will normally retain the article's bibliographic information and publication record. A publicly accessible notice will explain that the article has been removed and, where legally and ethically permissible, state the reason for its removal.
Article removal will not ordinarily be used as a substitute for correction or retraction.
7. Publication Fees and Withdrawal Charges
TEMALI: Jurnal Pembangunan Sosial applies the following publication and withdrawal fees:
7.1. Article Submission Fee: IDR 0
Authors are not required to pay any fee when submitting a manuscript for editorial consideration.
7.2. Article Publishing Charge (APC): IDR 1,000,000
An Article Publishing Charge of IDR 1,000,000 (Indonesian Rupiah) applies to manuscripts accepted for publication.
The APC supports editorial processing, peer-review administration, proofreading, publication preparation, and other journal publishing operations.
Payment of the APC does not guarantee manuscript acceptance, favorable peer-review outcomes, or publication. All manuscripts remain subject to the journal's editorial evaluation, peer-review standards, and publication ethics policies.
7.3. Article Withdrawal Fee: IDR 1,500,000
An Article Withdrawal Fee of IDR 1,500,000 (Indonesian Rupiah) may be charged when an author requests withdrawal after substantial editorial processing, peer review, revision, proofreading, copyediting, layout preparation, or other publication-related work has been undertaken.
This charge is intended to compensate for documented editorial and production resources already used.
The withdrawal fee is distinct from the APC and does not constitute a publication charge. Authors will be informed of any applicable withdrawal fee and its basis before the withdrawal is finalized.
No withdrawal fee applies when a manuscript is rejected or when the journal independently discontinues editorial consideration.
7.4. Fee Transparency and Editorial Independence
All publication and withdrawal charges must be communicated clearly through the journal's official website and relevant editorial correspondence.
Financial considerations must not influence editorial judgments, peer-review outcomes, or decisions concerning research integrity and publication ethics.
8. Editorial Independence and Transparency
Decisions concerning manuscript withdrawal, correction, retraction, expressions of concern, article removal, and related ethical matters are made by the Editor-in-Chief and Editorial Team of TEMALI: Jurnal Pembangunan Sosial on the basis of available evidence, established editorial procedures, publication ethics, and the integrity of the scholarly record.
The journal is published by the Sociology Study Program, Faculty of Social and Political Sciences (FISIP), Universitas Islam Negeri Sunan Gunung Djati Bandung, Indonesia.
The journal maintains editorial independence in scholarly evaluation and publication ethics matters. Its institutional publisher does not determine manuscript acceptance or rejection, interfere with independent peer review, or improperly influence decisions concerning correction, retraction, withdrawal, or other post-publication actions.
All editorial decisions will be handled fairly, consistently, transparently, and with due regard for confidentiality, academic integrity, and relevant guidance issued by the Committee on Publication Ethics (COPE).
Through this policy, TEMALI: Jurnal Pembangunan Sosial reaffirms its commitment to responsible scholarly publishing, the protection of research integrity, and the maintenance of a trustworthy and transparent scholarly record.
